Saaaniper, I'm fairly certain Sakura said that because Tohsaka has feelings for Shirou. Sakura doesn't want to take Shirou away from Tohsaka, but she wants to be independent from her, and needs Shirou to do so. I could be wrong, but that's my best guess.
